Dr. Locher was staff of the Senate Armed Services Committee from 1978 to 1986.
He held staff positions in the White House and the Pentagon.
Dr. Locher is a graduate of the United States Military Academy at West Point and received a Master's degree in Business Administration from Harvard Business School and an Honorary Doctor of Laws degree from Hampden-Sydney College.
