The Houston Municipal Employees Pension System (HMEPS) invests in US equities, international equities, fixed-income, real assets and alternative investments. Investments are diversified by engaging the services of external investment portfolio managers with demonstrated skills and expertise in managing portfolios with characteristics comparable to the desired asset class. The managers retained are expected to utilize varied investment approaches that, when combined, exhibit characteristics that are similar to the asset class proxy utilized in the strategic asset allocation plan. Cash inflows and outflows are directed, within the targeted asset class, to the various managers so that actual characteristics of the portfolio will be consistent with the strategic plan.

Texan Capital Management invests with a focus on increasing portfolio value over a long-term time horizon, using stocks, bonds, MLPs, mutual funds, ETFs and options. The firm uses a combination of top-down, sector rotation analyses, combined with bottom-up fundamental research. They invest in mutual funds for emerging markets exposure and for diversification, especially in smaller accounts. Texan Capital invests cash reserves in money market funds. For clients with income needs, Texan Capital uses bonds, high yielding equities and MLPs, in addition to other publicly traded securities. Margin is used only when a client wants cash sooner than the firm can complete the sale of a security, or because of margin requirements for options. Texan Capital uses options for a few sophisticated clients. They do not use insurance, annuities, commodities, or futures for their clients.
