Long Island Power Network, Inc. (LIPA), also known as the Long Island Power Authority, is a not-for-profit public utility that serves approximately 1.2 million customers across Long Island and the Rockaways. The private company is based in Williston Park, NY. Established by the New York State Legislature in 1986 and operational since 1998, LIPA owns the electric transmission and distribution system in its service area and contracts management, power supply, and customer service operations to PSEG Long Island. The organization is governed by a nine-member board of trustees and supported by a community advisory board. LIPA sets strategic goals focused on delivering clean, reliable, and affordable energy, advancing a zero-carbon electric grid by 2040, maintaining competitive rates, and ensuring fiscal sustainability. Key initiatives include the 2023 integrated resource plan, which promotes renewable energy, energy storage, energy efficiency, and transmission investments. In 2024, LIPA introduced a time-of-day residential electric rate to encourage off-peak electricity use. Financial oversight is managed through the Utility Debt Securitization Authority, which handles restructuring bonds. LIPA maintains performance metrics for its service provider, covering reliability, safety, clean energy, and customer experience. The authority provides resources such as electric tariffs, environmental assessments, procurement opportunities, contracts, reports, and investor relations materials, and prioritizes equitable service, cybersecurity, system resiliency, and engagement with disadvantaged communities.
